Phelps Traffic and Probate Clerks
The Traffic Division handles county traffic tickets. The traffic page says the date at the top of the ticket is the appearance date, many tickets can be paid without appearing, and some offenses require appearing before a judge. County Clerk and Recorder
The Circuit Clerk should not be confused with the Phelps County Clerk or the Recorder of Deeds. County Clerk Laura Johnson handles county administrative records, election data, commission minutes, passports during the published transition period, liquor licenses, budgets, financial reports, and Board of Equalization materials. Recorder Robin Kordes handles marriage licenses, marriage certificates, land records, and military discharge recording. For marriage records, use the Recorder. For divorce records, civil cases, criminal cases, traffic tickets, probate estates, and certified court copies, use the Circuit Clerk. For broader case access rules, RSMo Chapter 610 points requesters to the agency custodian that created or retains the record.
The same custodian rule applies outside the courthouse. Sheriff arrest reports, custody status, and Sunshine Law requests go to the Sheriff's Department.
